A sort of coarse, loose short trousers formerly worn in New England.

Example usage: Her father and older brother wore checked shirts, and a sort of brown tow trousers known at the time — these things happened some years ago — as skilts; they were short, reaching just below the knee, and very large, being a full half yard broad at the bottom; and, without braces or gallows, were kept up by the hips, sailor fashion.
